Nineteen of the Russian's twenty-one titles have been achieved on hard surfaces
A resurgent Medvedev secured his first title for 882 days with victory over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- top-ranked player, has experienced a challenging season, managing just one win at the major tournaments and suffering a difficult moment at the New York tournament.
Medvedev's inconsistency on the tennis tour - and struggles with his serve in especial - caused him falling of the world's top 10 and ultimately separating with long-term trainer Gilles Cervara.
Presently training with Thomas Johansson and Rohan Goetzke, the tennis star has steadily progressed in the recent weeks - culminating in a hard-fought 7-5 4-6 6-3 win over opponent Moutet.
This marks his initial trophy following the 2023 Rome Masters and maiden on a hard surface since that period of the previous year.
Success also means he has won 21 victories at 21 distinct tournaments.
"This marks the first occasion I have attended a event with my both daughters simultaneously, so to get a title is really nice," stated world number 14 the champion.
"This championship is in honour of my child her name, because the maiden victory I achieved when my first daughter her name was born was for her."
The tennis star, the past champion, had been defeated in his previous six finals, featuring in Halle previously this season.
His retrieving strategy and frequent outbursts on the playing surface had led commentators to doubt if his skill to compete at the top level was finished.
Yet the athlete has implemented adjustments in the past month, making an effort to advance forward and compete assertively, supported by an enhanced serving game.
The champion fought back from a break down in the first set against the tricky Frenchman, securing four of the last five games to take the lead.
The pair swapped break points in the second set before the Frenchman, striving for his maiden ATP Tour championship, seized the initiative to force a third set.
The opponent saved 4 early opportunities in a close final set before Medvedev won the break to 15 to close out the victory.
Fittingly, he earned victory with a point at the net area, with his opponent failing to handle a shot after two hours and 38 minutes.
